Internet mobile bloqué au Togo, une atteinte à la libre expression en ligne
La connexion Internet mobile au Togo est fortement perturbée depuis le 5 septembre 2017. Selon de nombreux rapports reçus par Internet Sans Frontières Togo, les réseaux des deux seuls opérateurs et fournisseurs d’accès Internet (FAI) Togocell et Moov sont inaccessibles.
Koffi Inoussa Ayibo, président d’Internet Sans Frontières Togo, explique :
Aux environs de 20h TU le 5 septembre 2017, de nombreux utilisateurs ont constaté qu’ils n’arrivaient plus à accéder à Facebook; et WhatsApp, deux réseaux sociaux très utilisés au Togo. Nous avons immédiatement craint que les deux opérateurs que compte le Togo ont restreint l’accès aux réseaux sociaux. Seul le réseau filaire fonctionnait normalement.
Ce matin, nous avons conduit des tests de connexion dans plusieurs points du pays, et avons constaté qu’Internet ne passe plus du tout sur le mobile, qu’il ne s’agissait donc plus d’une censure de certains réseaux sociaux, mais une coupure totale d’accès à Internet via mobile. Sur les ondes de la radio togolaise Victoires FM à Lomé, Gilbert Bawara a confirmé la coupure Internet pour des raisons de sécurité.
Internet Sans Frontières condamne avec la plus grande fermeté cette atteinte à la liberté d’expression en ligne des citoyens togolais, et exhorte les autorités togolaises à user des voies conformes au droit International pour assurer un équilibre entre la protection des libertés, notamment la liberté d’expression, et la préservation de l’ordre public.
En particulier, Internet Sans Frontières attire l’attention des autorités togolaises sur la proportionnalité, la légalité, et la nécessité des mesures adoptées pour restreindre les libertés en vue de protéger l’ordre public.
